The Precinct existed before this place, in a space beyond time. It was here in the beginning. A light in the darkness. Whispers, that implied there were rules, knowledge, absolutes, that there was good, and evil. That there would always be room for one more warrior for the light. The brightest minds of this world, can hardly discuss those early days of reality, without mentioning the laws of the universe.

Those who walked softly and searched for harmony, remained. The dissenting voices who would form the 5th Precinct, left and followed loudly the way of the warrior. Some things change, and change back. Like the Alliance of The Wise, the Precinct in this incarnation welcomes anyone that wishes to grow in wisdom, and power, but they're still loud.
